IAT goes from 110-145Degrees F

but why would the tps sometimes read .46V and sometimes .51V, then other times .55V

AIT Sensor is not installed inside my intake tube, but inside engine bay hanging. Because i do not have a place to put it in the intake tube. AIT reads 150F ECT is 200F Now sometimees TPS at 0% reads .47V Sometimes it goes .51V For itself. Any ideas why the tps might do this?
