Disabled Mac solenoid getting extremely hot

Not real sure if this is normal or not, but I was working on a customers car and with the EBC activation disabled when you turned the key on the solenoid would be too hot to touch within a few min. Very weird, if I enabled it, turned the activation down low, lowered and raised the duty cycle it would click just like the rest I have installed. I installed this one no differently than I have the rest, soldered every wire, etc. I do not think it was a ecu related issue as it was on my tuning ecu. The solenoid is getting voltage even when its disabled, I tried it both ways, open and closed, it created a vacuum leak out the vent when it was set to open. Thanks for your time, DK
