Trying to get license for Ostrich 2.0 issue... help

I am having a local ectune dealer get me going with ectune... he for some reason is having an issue on connecting the emulator to request the license... any advice? emulators go bad?

do you see it as a port in device manager? did you follow the help pdf on wiki.ectune.com?
