so i reduced the latency to 1ms, didn't work. then i tried 8ms and it seem to start downloading faster, the pause 1/4 of the way and takes about another 2 mins to finish.

If you put the latency timer too fast you will just get an overflow error. Just keep playing with it until you find the perfect spot for it.

should i change the buad rate too? currently i have it set to the highest possible

It should work just fine on the higher setting but you can try 59600, I always had my ostrich set up on that and it was fine.
