How to get solid decel

Im trying to get my decel to work properly, when im going down hill, and the decel hits, the decel light on the datalog screen turns on and off every half a second or so. and the car bogs while going downhill, as if shooting fuel, and cutting it over and over. when it gets to low enough rpm, say 2.5k range, i get a steady afr and it never cuts. it must be something simple im just overlooking.
