EBC not doing what its supposed to

Spent about 2 hours today messing around onthe highway with the ebc and we cant get the closed loop to work right. Even with everything ramped up crazy, it doesnt change. IE 40% duty cycle increase for 1 psi difference, nothing happens. My boost will also always ramp up and slowly creep down on fixed duty cycle and we're trying to keep it from creeping down at least. Ignore the deadband error setting right now as that was changed to with no real effect.
