Yes these values are correct. I have had to extensively tweak this table... believe me it works :)

The table is the fuel injected while cranking. Maybe Calvin can elaborate on exactly when this table is active during the cranking routine.

Well the ecu looks up this value based on ECT and it's used during CRANK only....

I ones saw an official Honda video about the PGMFI system. I saw 4 injectors in free air injecting incl the start cycle. I can tell you that in the first shot all 4 injectors fired at the same time a huge amount of fuel! Pretty impressive! I do think this was on a obd0 system. This video is very old!

The video you saw probably was a demonstration tape for dealers. It was from 1992, and was a 1992 model Accord as far as I can remember. I still want to make a copy of it on DVD. When starting, all injectors are fired to improve first start. I think that this was a serious problem for some people. You know Karim, his car never would start when it was warm. They had to make a rolling start with it.... That problem probably could be solved by removing the starter signal to the ECU. I don't know if he tried it. Maybe his problem is solved in another way. I think his car was running with very large injectors and Crome then.
